Abstract: |
Among different strategies of development implementation, public private partnership (PPP) model is drawing attention of present policy makers and politicians in recent years. This concept is complicated in case of agricultural research and innovation in a country like ours where most of the farmers are small and marginal. Two cases were studied in 2010 in order to identify constraints and opportunities of PPP use in agriculture research, i) the Commercial Agriculture Development Project for the promotion of high value crops in the eastern region, and ii) trout fisheries research and promotion in Rasuwa and Nuwakot districts. Research respondents included respective research and development workers, farmers, officials from respective PPP partners. This study employed qualitative approach of analysis to gather information from key stakeholders through interview and review of reports, websites, and other publications. Constraints of PPP use were identified as lack of coordination among partners, less interest of private sectors in agricultural research, and inefficiency in attaining the objectives of social inclusion and employment generation. This paper also i) proposes a broad PPP modality of implementation of Nepalese agricultural research projects which can address the resource scarcity in public research institutions in order to attain the developmental goal of equity and efficiency; and ii) suggests appropriate policy measures accordingly. |
